Emperor Cartagia ([[Wortham Krimmer, right) and Londo Mollari (Peter Jurasik) in Babylon 5]] Emperor Cartagia, played by Wortham Krimmer, is a fictional character from the television science fiction drama Babylon 5.
Cartagia proceeded to torture and punish G'Kar, whose refusal to give Cartagia the satisfaction of a scream became an obsession, to the point where he had him lashed nearly to the point of death.
After this motion is seconded, the Emperor's physician, citing the fact that there was little time to crown a new Emperor with the current Shadow/Vorlon threat, nominated Mollari to the post of Prime Minister, with the task of returning to Centauri Prime to remove the Shadows from his homeworld.

Centauri Emperor Turhan's nephew Cartagia became the puppet emperor of Centauri Prime in 2259 as a result of the political machinations of Londo Mollari and Lord Refa.
During the trial of Londo made an attempt to kill Cartagia with a neurotoxin, but in the end it was Vir who injected the Emperor with the poison.
When Londo Mollari had Cartagia killed in 2261, there was no heir to the throne and the Centaurum decided to appoint a regent until a new emperor could be chosen from outside the family.

The replacement limit is a new take; however, this makes Emperor Cartagia the only Emperor character how does not need you to apply influence or rotate several characters to enter play.
Cartagia's Heads: the idea od these groups is good, but I'd definately prefer it if we cut them down to only one option.
I suspect that Cartagia is a niche choice though you could say that of most of the home faction ambassadors that currently exist.

As noted in "Hour of the Wolf", aspects of Cartagia's character are modelled on the insane Roman emperor Caligula.
A reference is made to this when he shows the severed heads to Londo and explains that one minister had a persistent annoying cough that he "cured" by decapitating him.
The Emperor Caligula was also annoyed by his co-heir Gamellus's peristent cough and "cured" him the same way.
