Empires in Arms (EiA) is, IMHO, the best strategic-level Napoleonic wargame ever developed.
While the focus is on strategic warfare (with a bit of tactics mixed in when the Corps meet on the battlefield), the real joy comes from the political machinations of the national leaders (the players).
