The brief originally presented was to obtain outline planning consent for refurbishing and extending the existing building to provide more than 500,000 square foot of high-quality commercial space, whilst maintaining the vernacular of the original building.
The base of the existing building is enclosed with a 2 storey steel ‘drum’ structure providing plant and low-cost lettable space.
However, a detailed analysis of the extended building has confirmed that whilst sway periods are relatively long, the existing structure is extremely stiff and occupants will not experience significant discomfort.

Buildings in pre-planning which have also been stalled by this include a 180m tall tower on Vauxhall Bondway, and two towers of a similar height on Nine Elms Lane.
Despite the relatively small population there is plenty of demand for such buildings from both the hip, liberal, young population that have made it an alternative mecca, and the older wealthier population such as Roger Moore who treat it almost as England's answer to Monaco thanks to the upmarket reputation.
Public consultation is to start this week and it's generally thought Beetham will get their latest design through Brighton's planning system relatively unscathed in terms of bulk, it may not be as slick as the local rival but it's certainly not ugly and at this stage there's plenty that the design can be polished with.

Built in the 1960’s, the 30-storey Empress State Building in West London remained unused for a number of years before Land Securities made plans to turn the building into a state-of-the-art office complex.
By making the building more efficient, in terms of both space and energy, it has been possible to create an attractive and comfortable modern office building in a prime city centre location.

There was concern that, despite existing controls, an apparently random distribution of high buildings had eroded the sense place, failed to respect scale and character of some important areas, and resulted in damaging intrusion into well-known views.
With the abolition of the GLC in 1986, London Boroughs made all decisions on planning applications for tall buildings, unless they were called in by the Secretary of State for the Environment.
These are more limited in their controls on tall buildings than the GLDP, and the guidance on the Thames in particular is disappointing in that it provided no real guidance on the appropriate height of buildings for the different reaches of the Thames.
