  Enclosures
These Acts were an attempt to simplify the administration of enclosures.
They then reported back to Parliament and one General Act of Enclosure was passed for all the villages inspected during the course of the year.
The amount depended upon the size of the parish and whether it was the whole parish being enclosed or merely the common and waste land.

Inclosure Act - Wikipedia, the free encyclopedia
The Inclosure Acts were a number of United Kingdom Acts of Parliament which inclosed common land in the country.
Inclosure acts for small areas had been passed sporadically since the 12th century but the vast majority of them were passed between 1750 and 1860.
Under this process there were over 5000 individual inclosure acts and 21% of land in England was enclosed, this amounts to nearly 7 million acres (28,000 km²).

The remaining third were Acts for the enclosure of commons situated in districts where the cultivated land had been previously enclosed.
Simultaneously with the rapid increase of enclosure by Act of Parliament during the second half of the 18th century, there came a progressive impoverishment of the rural labourer, of which enclosure was not the only cause.
What the enclosures have brought about is a privilege given to landholders to appropriate to themselves the rent or value of land, by which also they are enabled to withhold valuable land from use in the expectation of still higher rents and prices.

Much of the early enclosure is known as 'Piecemeal Enclosure' as it was the gradual gathering together of strips in the open-fields into larger units and eventually enclosing them with a fence or hedge.
Enclosure in England during the 18th century was mostly by Act of Parliament, for example the enclosure of the open fields in Shifnal.
However the cost of obtaining an act of Parliament was expensive and some enclosure was undertaken by private agreement of the land-owners and occupiers especially after the passing of the General Enclosure Act of 1801 and the Enclosure by Consent Act of 1836.

One example of privatization is the enclosure of the commons in Britain.
Beginning about 1600, the British "enclosure" period redefined land as property, made land a transferable commodity, evicted the commoners from the ancient commons --turning people into landless laborers which were also a commodity, in the process creating a dispossessed proletariat and bands of beggars, and transferring political power from the commonwealth to a wealthy elite.
In 1890 and 1914 the Sherman and Clayton anti-trust acts were passed, supposedly to outlaw monopoly in the marketplace.
