ENCODE has begun as a pilot effort to test and compare methods for the exhaustive identification and validation of functional sequence elements in a limited (~1% or 30 Mb) amount of the human genome.

First, if I encode in background (vs on build), the encode terminates with a -2 error and never in the same place.
But when I cancel the build I find the encode is done, and restarting the build skips the encode phase and successfully builds the project.
It's like either the encode process finishes but never exits, or the build process doesn't recognize that the encoder is done(?)
