Problem users are described as individuals who had experienced significant "social, psychological, physical or legal problems associated with dependence, intoxication or regular consumption" of heroin.
The report estimated the number of problem heroin users in a 12-month period from November 2000 to October 2001.
The survey also showed up to two-thirds of users did not receive any treatment for their addiction in the 12-month period of study.

If a publisher uses IP access control, then users from another campus or those using a computer at home with a commercial internet service provider (ISP) will not have a licensed IP address and will not be able to access the material.
A user going through a commercial ISP and failing to access TTUHSC material that is IP protected will have to travel to the TTUHSC campus or purchase a dial-in PPP account at TTUHSC (Computer Services, 806-743-2870).

the problem is that when a person logs in they are logged in as themselves until they move to another page, then they are logged in as another member in the database.
The problem is somewhere there because the session is being updated somehow.
the only thing i can think of is it could be a problem with register globals being on on my webhost, i have it off on my machine.

BTW, another reason for hanging at startup is reopening of a large number of source files.

We've had to remove the right to post to a couple of registered users this afternoon, after some inappropriate posts were made to the discussion forums.
This is not censorship, these users were in clear breach of our terms and conditions and not posting anything relevant to discussions on educational standards (except, perhaps, to prove that raising literacy standards are still an important priority for schools!)
I'm sorry for any inconvenience this might cause to legitimate users who wish to use Hotmail accounts, but it's necessary for the running of the forum for people genuinely interested in discussions here.

If you try that rpm and it still gives you grief, you're best bet is to either roll your own rpm if you really want to have an rpm or install from the tarball.
It looks like they did include the README files in the rawhide package which fixes the problem of the mailman service not starting.
There are many fine documents covering this put together by the mailman developers, but Red Hat's packager for 2.1 didn't include them apparently.
