Energy levels are said to be degenerate, if the same energy level is obtained by more than one quantum mechanical state.
The energy of its state is mainly determined by the electrostatic interaction of the (negative) electron with the (positive) nucleus.
Fine structure arises from relativistic kinetic energy corrections, spin-orbit coupling (magnetic dipole interaction of the electron spin with the magnetic field due to the movement in the electric field of the nucleus) and the Darwin term (contact term interaction of s-shell electrons inside the nucleus).

Energy of physical system in a certain given state is defined as the amount of work (W) needed to change the state of the system from some initial position, known as the reference state or reference level, to a specific or final position.
In contrast to kinetic energy, which is the energy of a system due to its motion, or the internal motion of its particles, the potential energy of a system is the energy associated with the spatial configuration of its components and their interaction with each other.
Internal energy is the kinetic energy associated with the motion of molecules, and the potential energy associated with the rotational, vibrational and electric energy of atoms within molecules.

 Department of Energy - Energy Department Awards $16.5 Million for State Energy Savings Projects
 -- Secretary of Energy Samuel W. Bodman announced today that the Department of Energy (DOE) will provide $16,509,819 for 178 energy efficiency and renewable energy projects in 42 states.  The funding for these energy-saving projects is being provided through DOE State Energy Program Special Projects competitive grants, and will be awarded in September.
State energy offices will use these funds to improve the energy efficiency of schools, homes and other buildings; promote energy-efficient industrial technologies; and support renewable energy sources such as solar, wind and biomass.  Some projects will create opportunities for distributed energy resources.
Building Codes and Standards (19 projects totaling $1,994,689):   Funds support states’ actions to adopt, update, implement, enforce and evaluate the effectiveness of their residential and commercial building energy codes.
