The last Committee of Safety of the Revolutionary era was chosen October 26, 1659, by the General Council of the army that had overthrown the Parliament it had helped install a few months earlier, and had assumed control of the state.
Committees of Safety were appointed by the chief towns, whose special duty was to resist any intrusion of New York claimants on their lands.
The provincial Committees were not as [170] active as the local Committees of Correspondence but they corresponded with those of other provinces, and were the first channel of communication of the Continental Congress with the colonies, a place taken later by the Committees of Safety.

Before the Committee was set up, General Monck sent a declaration from Scotland demanding the return of the Rump (20 Oct 1659) and in December crossed the English border threatening to march south with his army.

A committee was chosen October 20, to consider what was necessary for the safety and defense of the Province and their report was given and accepted on the twenty-sixth.
The Committee’s former commission was abrogated and the new Committee given full power, until the thirteenth of July or until the Assembly took away its authority to assemble or discharge the militia on application of the Commander-in-Chief of the Continental Army or at its own discretion.
The Committee was to procure and employ all such armorers and artificers as were needed by the troops, and to execute all duties given the former Committee by particular resolves of the Congress.

The Committee of Safety, established by the Parliamentarians in July 1642, was the first of a number of successive committees set up to oversee the English Civil War against King Charles.
The last Committee of Safety was set up on October 26, 1659 by the high command of the New Model Army just before the Restoration.
It was set up in response to the Rump Parliament which the day before tried to place the commander of the army Charles Fleetwood as chief of a military council under the authority of the speaker.
