In the course of its history, the Latin alphabet was adapted for use for new languages, some of which had phonemes which were not used in languages previously written with this alphabet, and therefore extensions were created as needed.
The general principle of the IPA is to provide a separate symbol for each speech segment, avoiding letter combinations (digraphs) such as sh and th in English orthography, and avoiding ambiguity such as that of c in English.
It is generally held that the Latins adopted the western variant of the Greek alphabet in the 7th century BC from Cumae, a Greek colony in southern Italy.

 The Petersonian English Spelling System
To save space, the PEA uses a short vowel before engma (in the case of the front vowels), even though such vowels are phonetically and phonologically tense.
This is a large, kind of all-encompassing issue, because engma causes a lot of problems.
Additionally, the decision to only use short vowels before engma was a tough one, since I personally have done work showing that there are really long vowels before engma (for the front vowels, anyway).

The thorn character used to be used to represent the TH sound in Old English.
The theta and engma characters are commonly used to represent the TH and NG sounds, respectively, in phonology (there are actually two different TH sounds in English though, but I won't get into that).
Using theta for th requires a degree of memorization that the th ligature doesn't.

 FAQS about 311
Answer: I think what you are saying is that you would write [rizay+engma].
But since the final sound is not a "k" or a "g," I would not use the engma.
Phonologically, the "n" becomes the velar consonant "engma" when it is followed by the velar consonants "k" or g." Note that in this word the "g" has no sound at all.
