I've heard that the amount of new Engrish words in Japanese is increasing rapidly every year, but there's half a globe between me and Japan so I don't think that my view is too realistic.
Engrish is using foreign words randomly and mistakenly to sound cool, when tehy don't even know what it means.
After all, we're talking about Engrish here and that's where the good imagination kicks in: to speak Engrish you must be able to speak English and be smart (wacko?) enough to turn the words into Engrish.

The most famous example is undoubtedly the intro to Zero Wing, a Sega Genesis game.
