The atoll was to be developed principally as a Navy and Marine air base and a fleet anchorage, with no shore facilities other than a recreational area.
The circumference of the atoll is 64 miles and the maximum elevation is 15 feet.
While mopping-up continued in the northern section of the atoll, other Army and Marine units, on the morning of the 20th, landed on Eniwetok Island, the southeastern anchor of the atoll and the largest island of the group.

Bikini, a coral atoll in the Marshall Islands was chosen as the location for the first test series due to its location away from regular air and sea routes, accessible ports, and land for test installations.
In December 1947, Eniwetok Atoll was chosen for the second series of nuclear tests because it is larger than Bikini, with more land to build test facilities and emplace equipment.
The AEC announced the selection of Eniwetok Atoll as a site for proving grounds because it "has the fewest inhabitants to care for and is isolated." The U.S. government will transfer the Eniwetok inhabitants to sites they will select and will reimburse them for the lands utilized.

Unlike the Kwajalein Atoll, the only passages into the lagoon are toward the south and as it was determined to assault the northern objective (Engebi Island) from the lagoon rather than the sea, the approach to it was made through entrances which were some miles distant.

Eniwetok was also eminently appropriate for its relatively isolated location with an empty ocean area downwind, its small native population that would have to be relocated, the low likelihood of contaminating neighboring atolls, ease of logistic support, and favorable year-round climatic conditions.
The atolls were out of the way of most western Pacific typhoons, and the prevailing northeastern winds would not subject nearby inhabited islands to deposition of radioactive fallout from nuclear tests.
Eniwetok is located at latitude 11o21' N and longitude 162o20' E; Bikini lies 165 miles almost directly to the east, at latitude 11o35'N and longitude 165o20'E. About 47 small islands comprise Eniwetok atoll, which is about 20 miles wide and 30 miles long.
