I think that enjo kosai is a social problem that should be stopped, even if there are many members on the board who attest to the fact that it's not really that big an issue; that not that many girls engage in it; it's just a small minority etc.
Then there are also wider considerations, such as the tension between a child's right to be free from sexual exploitation vs their right to engage in sexual relations; issues related to the issue of consent and age of consent; whether prostitution in general is exploitation or a chosen career etc.
Therefore, despite the media publicity over enjo kosai at the time Japan's own 1999 Child Prostitution Law was enacted, and the references to it by government ministers etc., I feel that the law was in fact enacted primarily in response to pressure for it to take action in the wider, global efforts against CSEC.
