While their original intent was solely to support the window manager, the libraries quickly took on a life of their own, which is a contributing factor to the delays of the window manager itself.
These libraries are so powerful, flexable, and easy to use that they present a strong platform on which to develop nearly any graphical application you could think of.
Because of complexity of the libraries and the fact that so many libraries can be used independant of other EFL libraries we have a diagram alittle more complex than your standard block diagram.

Enlightenment DR15 and DR16 were based around the Imlib library created by Rasterman to provide greater flexibility, speed and functionality over the conventional image libraries of the time.
The core libraries of the EFL are: Evas, Imlib2, Ecore, EDB, EET, Embryo, Edje, Esmart, Etox, and EWL.
During the course of development for EFL there have been some libraries that are now considered "dead", and others have been merged into other libraries.

The libraries are meant to be portable and optimized to be functional even on devices such as PDAs.
The EFL uses hardware-acceleration where possible to allow it to work faster, but is also designed to work on lower-end hardware, falling back to lower colour and quality for graphics if necessary.
Unlike most canvas libraries, it is primarily image-based (as opposed to vector-based) and fully state-aware (the vast majority of canvases are stateless, requiring the programmer to keep track of state).

The number specified is the order in which you need to install the libraries in.
For example if you install the EFL to "/usr/local" you should also add that directory to "/etc/ld.so.conf "and run the "ldconfig" command as root to create the necessary links and cache for the most recent shared libraries found in the directories specified in the config file.

My only complaints were that Enlightenment seemed a bit short on conveniences such as launchers, so I ended up running GNOME stripped down to one panel and the main menu with E16 as the window manager.

EFL now has much better internationalization support which I was keen on.
I'm a bit sad I was not able to attend (no funding at all), as there seems to have begin a lot of discussion and moves in directions we in Enlightenment land have been going for years, and are likely far ahead in.
Enlightenment 0.17 isnt meant to be another GNOME or KDE.

Concerning Fedora Extras, I don't think that they would be so keen about it since E17 EFL is still in its development stage.
I guess when the EFL would be fully developed, people would start thinking about it.
For now I'll just leave it where it is. ;-) I tried to submit software before and people found thousands of reason of why not to include them instead of looking at the bright side of the software.

Actually, enlightenment or e17 could be considered only as an implementation example of EFL: the Enlightenment Foundation Libraries.
These libraries are really fast and can be used variously.
But, as enlightenment is also delivered with a very nice framework, I will put there some code snipets I've designed out of it.

As WM, being built on top of the Enlightenment Foundation Libraries, it's a fast one, and also quite lightweight considering all the bundled eye-candy.
Oh and by the way Enlightenment was the windowmanager for Gnome for a little while.
The downside is E16 is not based on the new enlightenment libraries and therefore it's not as fast as E17.
