He called his new program Enquire because its haphazard browsable organizational structure reminded him of his old Victorian encyclopedia Enquire Within upon Everything, which he had loved to browse through as a boy (M. Stewart).
When his new program was finished, he needed only to enter the names of researchers into his computer in order to access their databases regardless of their computer systems.
He left his Enquire program in the hands of colleagues thinking that they would be eager to use it and develop it further.

The answers were put with the assurance typical of their period and with an imperial confidence in the rightness of all things British that, looking back from the vantage of the year 2002, is hard to credit.

The name for the program was based on an 1856 book "Enquire Within Upon Everything," a how-to book for the Victorian era.
In a recent interview, Berners-Lee said that at the time of creation of "Enquire," he had only been marginally exposed to the ideas of Ted Nelson, and the concept of hypertext.
Berners-Lee left CERN not too long after the completion of the "Enquire" system, which went mostly unused after his departure.

The release of graphical browsers such as Netscape Navigator made the Web much easier for home users to navigate and led to the commercialization of the Net.
Although Berners-Lee calmly eschewed opportunities to get rich, he doesn't subscribe to the notion, common among pre-Web denizens of the Internet, that commercialization is a pox upon cyberspace.
I'm not convinced by Berners-Lee's idea that, if only we hook everything together well enough, we will then be able to make computers that understand, that reason, that figure stuff out for us.
