In a rare tale of survival in Canada's troubled paper industry, Helsinki-based Stora Enso announced it will recall 560 workers who had feared their jobs were gone when the mill in Port Hawkesbury, N.S., was shut down 10 months ago.
The company then laid out a series of demands that had to be met before it would consider reopening the plant: lower taxes on capital assets, subsidies from the province, major contract concessions from the Communications, Energy and Paperworkers union, and a smaller electricity bill.
Hannu Ryopponen, Stora's chief financial officer, said the town's "lease on life" should be tempered with reminders that the industry is still struggling.

Stora Enso’s plantations are located in the Guangxi province, primarily in five counties on or near Guangxi’s coastal areas.
Second, Stora Enso will transfer technical know-how and, given the labor intensity of plantation work, create up to 7,000 direct jobs to add to the 1,000 that are currently employed and an additional 21,000 indirect jobs to add to the current 3,000.

The purpose of the pilot project training courses is to expose scientists of the climate, hydrology and agriculture communities, who are familiar with seasonal to interannual climate variability and ENSO related impacts in agriculture and water resources, to state-of-the-art climate monitoring and short-term climate prediction.
The theoretical part covers one-third of the course and is aimed at providing an overview on climate analysis and ENSO dynamics, seasonal-to-interannual climate prediction techniques, current coupled models and data requirements.
In considering the short-term climate variations characteristic of ENSO, however, we take the point of view that nothing can be done to alter short-term climate variability and all that can be done is to predict the climate variations and make use of the predictions.

The ENSO research effort includes studies on the evolution of sea surface temperatures (SST) as part of the oceanic response to atmospheric forcing and meteorological studies on regional and large-scale air-sea interactions.
ENSO episodes can now be predicted to a level of skill and with enough lead time that hundreds of millions of dollars a year can be saved both in the U.S. economy and abroad.
A recent EPA study assessed the probability of sea level rise along various U.S. coastal towns and estimated that there is a one percent change of a 120 cm rise and a 50 percent chance of a 55 cm rise in sea level by the year 2100 along the New York coast.

When the three-month running mean of the SST anomalies in the Nino 3.4 region (see map of Nino regions) are greater than or equal to 0.5°C, there is a good chance of an El Niño event taking place.
Take note, however, that strong ENSO events (which are more likely to affect our seasonal climate) have a larger SST anomaly and normally last for a period much longer than three months.
Also, ENSO explains only approximately 30% of the rainfall variability, which means that other factors should also be taken into account when predicting seasonal rainfall.

Stora Enso's Environment and Social Responsibility Policy states, "Stora Enso considers an open discussion and interaction with all stakeholders, both governmental and non-governmental, as fundamental." In the case of Veracel, an open discussion is not possible, as environmental impact assessments for the plantations and the pulp mill are not available for general public scrutiny.
