ecdp1220 - Ethics-Based Policing... Undoing Entitlement   (Site not responding. Last check: 2007-11-05)
Entitlement is the belief that an individual by virtue of his/her position as a law enforcement officer is owed certain privileges or latitudes in terms of their behavior, "those rules really don't apply to us".
Entitlement is the precursor belief that leads to wrongful acts ranging from minor to felonious.
A sense of entitlement combines with a belief that the degree of the social deterioration permits situational suspension of core values for the police officer.

Entitlement Cap Proposal Would Require Cuts of $1.8 Trillion Over the Next Ten Years , 3/16/04
Many entitlements programs would likely be cut regardless of whether their costs are rising significantly or whether the programs have contributed to the return of deficits.
Second, the cost of an entitlement program in the prior year would be adjusted to reflect changes in the estimated size of the population eligible for the program, where such an adjustment is applicable.
Entitlement caps also raise severe equity problems: they would likely lead to large cuts in important programs that are not rising rapidly in cost or contributing to deficits, and would tend strongly to favor the well-to-do over middle- and low-income families and state governments.

Entitlement Cap Would Require Deep Cuts in Entitlement Programs, Summary, 8/10/05
Under the proposal, the entitlement cap for each year would be set at a level equal to the sum of the costs of all entitlement programs except Social Security in the prior fiscal year, with two adjustments.
These and other such unforeseen developments that cause entitlement costs to rise cannot be predicted in advance and may not pose ongoing budgetary threats (because the spike in expenditures ends when the event that triggered the spike passes).
In fact, establishment of an entitlement cap could doom chances to reach a “grand bargain” in which all parts of the budget are placed on the table and major deficit-reduction is achieved through a bipartisan agreement, as occurred in 1990.

Would An Entitlement Cap Be A Wise Idea?, 3/2/05
Entitlement cap proposals are likely to result in large cuts in programs whose costs are not rising significantly in order to cover the costs of advances in medicine.
Typically, under these proposals, the entitlement cap would be raised from one year to the next to reflect the general inflation rate and increases in the populations eligible for the programs, but with no allowance for increases in health care costs occurring throughout the U.S. health care system.
Cutting Medicare and Medicaid enough so their costs rose no faster than the entitlements caps would lead over time to large increases in the ranks of the uninsured and underinsured, unless increases in health care costs in general were somehow slowed dramatically at the same time.

Encyclopedia of Law and Economics-Property Rules vs. Liability Rules
Entitlement holders who believe their rights are protected by a property rule typically insist that they are the victims, not the cause, of damage: otherwise, their rights would be trumped by utility- or wealth-maximizing constraints, which is contrary to the very notion of property-rule protection.
To the extent entitlements are protected by liability rules, rights (and therefore causation) are inherently contingent; the ìcauseî of an injury is the efficient avoider of the injury.
An entitlement protected by a property rule may be alienated only by its holder, while a right subject to a liability rule may be forcibly ìexchangedî when a third party deems it to be in the interest of a social utility (or wealth) function.

What Seniors Will Lose with a Universal Medicare Drug Entitlement
It is no surprise, therefore, that the passage of a Medicare prescription drug entitlement would conveniently coincide with their long-term objectives by spurring employers to drop or significantly scale back the retiree health benefits they currently provide.
With the pending enactment of a Medicare drug entitlement threatening to force millions of seniors out of their existing private drug coverage, many retirees are rightly concerned over just how much they have sacrificed for retiree health benefits that may never materialize.
While it is very difficult to predict employer behavior, and therefore the exact number of Medicare beneficiaries that would be dropped from their existing private coverage, the analyses reported by the CBO and The Heritage Foundation point toward a significant number of retirees at risk.

 Africa: From Aid to Entitlement
Principles of social solidarity and entitlement may be under attack, but they still underpin public policy in European social democracies.
This underscores the importance of a strategic aim: to "lock in" pro-poor entitlements by anchoring them in the broadest political constituencies possible without their being "captured" by the better-off.
Similarly, public authorities and social movements can be helped not to march to the beat of the donors' drums but to gain policy knowledge useful in campaigns and negotiations.

Time To Revisit the Costly Medicare Drug Entitlement
The net cost of the Medicare drug entitlement is now projected to be a stunning $720 billion over the period from 2006 through 2015, according to the Bush Administration.
While that is an absurd charge, suggesting perhaps a misunderstanding of moving averages, the projections underscore a simple fact: the drug entitlement was a costly mistake that needs to be repealed or drastically revamped.
The best option for digging out of this costly fiscal hole is to repeal the drug entitlement before it goes into effect in 2006 and target the increasingly limited taxpayers’ dollars to those seniors without drug coverage, the seniors who need help the most.

For students who come from low income families, this unprecedented reform may create a broader sense of hope, perhaps increase motivation to learn, improve attention in class and levels of achievement, reduce the rate of disruptive behavior, diminish the appeal of gangs, and implement the opportunity for equity our nation has promised itself.
Those who oppose making higher education an entitlement could argue that the nation should retain its tradition of fully funding only the amount of schooling that is compulsory.
Others may contend that students are better off when they have to pay for the tuition because this causes them to value their learning more and to study harder.
