Disaster plans could count on environmental aspects of larger emergencies to be taken care of through separate environmental response procedures as a sub-plan to the disaster plan, or through a separate environmental contingency plan.
Environmental contingency plans tend to fall into the category known as ‘agent-specific’ plans and this group of plans usually cannot be expected to address matters beyond the mandate of the host agency.
Environmental agencies are usually responsible for establishing and enforcing environmental standards, and these agencies normally do not have the authority to effect evacuations, rescue, crowd control or other emergency services that may come into play in large-scale events even if the event at hand may be described by some observers as an environmental disaster.

The causes of man-made disasters which are linked to human activities ranging from poor forestry practices to massive emissions of air pollution have been addressed by the growing body of international environmental law which has developed over the last thirty years.
Taken together, the international duties to perform environmental impact assessments, to include other potentially affected states in the process, and ultimately to warn other nations of potential disasters has laid the groundwork for the development of effective mechanisms for states to fulfill their duties to the citizens of neighboring countries.
The World Disaster Report 2000 concludes that there is substantial need to develop a body of international disaster relief law which deals not only with response, but with mitigation and prevention “ranging from construction codes and environmental planning to early warning systems.”[38] This law should be applicable in both domestic and trans-boundary contexts.

Besides making the teaching of the Corsican language part of every school's curriculum, the new regime will eventually transfer to Corsica's elected island assembly responsibility for a number of areas including culture, regional development, education, agriculture, and infrastructure.
As they stand, these laudable laws also outlaw any construction within 100 metres of the shore, and require all new developments to be either "a continuation of existing villages or agglomerations" or in the form of "small hamlets fully integrated into the environment".
But many others are only too well aware that one of the primary objectives of the whole autonomy project is to allow Corsica to further develop its tourist industry, which while it is currently the most important single element in the island's economy is also severely hampered by a shortage of suitable accommodation.
