  Epact - Wikipedia, the free encyclopedia
Epacts are used to find the date in the lunar calendar from the date in the common solar calendar.
Whenever the epact reaches or exceeds 30, an extra (so-called embolismic or intercalary) month has to be inserted into the lunar calendar; then 30 has to be subtracted from the epact.
Therefore the epacts are in units of 1/30 of a lunation (also called a tithi).

The whole system of epacts is based on the Metonic Lunar Cycle (otherwise known as the Cycle of Golden Numbers), and serves to indicate the days of the year on which the new moons occur.

This addition of one to the Epacts is known as the Lunar Equation, and occurs at the beginning of the years 1800, 2100, 2400, 2700, 3000, 3300, 3600, 3900, 4300, 4600, etc. A second disturbance of the Epacts is caused by the occurrence of the non-bissextile centurial years.
From this arrangement it is evident that if, for example, the Epact of a year is X, the new moons will occur in that year on the days before which the Epact X is placed in the calendar.
To take an example: the Epact of 1696 (its Golden Number being 6) is XXVI, and since this Epact is found opposite 4 February in the Church calendar we know that in 1696 the new moon happened on that date and that consequently 23 February was the twentieth day of the calendar moon.

EPAct requirements apply to certain fleets of 20 or more LDVs that are centrally fueled or "capable of being centrally fueled" and are primarily operated in a Metropolitan Statistical Area (MSA)/Consolidated Metropolitan Statistical Area (CMSA).
Compliance with EPAct is met by AFV acquisition credits, which are granted on the basis of the number of AFVs acquired and the quantity of biodiesel fuel used.
The Energy Conservation Reauthorization Act of 1998 (ECRA) amended EPAct to allow fleets to generate one AFV acquisition credit for every 450 gallons of pure biodiesel (B100, equivalent to 2,250 gallons of B20) purchased for use in diesel vehicles more than 8,500 lb GVWR.

 Energy Policy Act Requires Purchase of Light-Duty Alternative Fuel Vehicles
The U.S. Department of Energy's primary goals are to decrease the nation's dependence on foreign oil and increase energy security through the use of domestically produced alternative fuels.
EPAct recognizes the following alternative fuels: methanol, ethanol and other alcohols; blends of 85 percent or more of alcohol with gasoline; natural gas and liquid fuels domestically produced from natural gas; biodiesel; liquefied petroleum gas (propane); coal-derived liquid fuels; hydrogen and electricity.
Under Section 303 of EPAct, federal fleets must acquire a specified number of alternative fuel vehicles each year, as a percentage of their annual light-duty vehicle acquisitions.
