While 9th level spells are still the top end of spell progression, epic levels allow for the direct manipulation of spell energy to produce incredible results.
Epic spells begin with a seed that is then developed (which is time-consuming and expensive) after which it may be cast.

The word epic is so over used in this book that it's used as a prefix to 17 feats, 4 spells, and used as a type of spell and a type of feat, with 48 in the former group and over 150 in the latter.
But all told, I have to admit, the Epic Level Book, in actual practice, is proving to hold it's own and I wouldn't even attempt to run games aimed at 16th level or higher without it.
But if I'm going to do Epic Level type adventuring, the flavor and feel of the world is going to be already so fleshed out that tacking on "Epic" to an item (or spell, or feat) and doubling the numbers won't be necessary or realistic.

Since you're character level is beyond 20th level, you're 'also' considered 'epic' that you'll gain extra benefits from the epic handbook aside from the player's handbook.
The "Epic Spellcasting" chapter is great, but when crafting your own epic spells you'll often be required to go out on your own as the rules presented don't cover many situations.
I certainly disagree with those who deride epic level campaigns and those who claim this book is overpowered.In fact considering some of the epic monsters the PC's face the are a little underpowered.

In Umbragia, the Gods were all killed long ago, so the ELH is what I will be using to define much of the remaining religious structure: from the Servitors and the Minions of the old gods and such.
The Epic Level Handbook and Deities and Demigods will be an invaluable tool to describe the greatest heroes, gods and monsters of that conflict.
It is just that using the word "epic" in the title makes some people think of something other than just "High Level Play" -- and so, I think if the book had gone with the title "High Level Handbook" a lot of false expectation would have gone by the wayside.

Characters have max hit points plus CON for first level and then use average hit points plus CON for every level beyond that.
Level will have an equipment allowance based on the chart from page 43 of the DMG.
Characters with item creation feats may create their items but they must account for the cost of components and must pay the experience point penalty for the creation of the item.

I also think the idea of three Epic core rulebooks (that would be made OGC when released) would be an awsome idea.
An Epic DMG would also have several epic level templates such as "Chosen of", "Proxy", "Demigod", as well as revised versions of the templates in the original ELH.
As long as such Epic level core rulebooks are well thought out and given the same care and playtesting opportunities as done for the core rulebooks then WotC can have my money.

The magnificent ELH finally (after a long wait) came to the stores and basically sat there except for those few of us that hoped there might be something worthwhile inside.
I think epic level play can be a whole new world to explore in the realm of Dungeons and Dragons.
The level attained when ownership of the weapon is relinquished (for whatever reason) is the percentage chance that the weapon will keep those points.

Simply put, in order to qualify for any of the "epic" bonuses the character must be 21st level in a basic class OR 11th level in a prestige class AND 21st level in the player level.
The new Epic creatures will allow the Game Master to create a single being that is strong enough to destroy the entire group unless they think carefully and use every attack wisely.
The bottom line is that the Epic Level Handbook does indeed add a new dimension to the game, but there are a couple minor flaws in the transition phase from normal characters to Epic.

To my surprise, having read the book a few times and begun planning a 30th level campaign, it seems to me that the game is more balanced and playable at 30th level than at 20th.
Epic abilities fill in some much needed powers for player characters that turn two round kill fests into long epic slugathons.
Of course 21+ level play isn't for everyone, but this book has lots of good ideas and advice that can be applied to 12th level games just as well as 21st level ones.

None of my PCs have reached epic levels yet, but this handbook will be a real help to me when they do.
It gives a lot of information and new monsters that are useful in running an epic level game and building an epic level character.
If you're not the type to want to continue a game past 20th level, then obviously this book isn't for you, but I definitely recommend it over extrapolating the information in the player's handbook.

That means when used as a CR-appropriate challenge for four 17th-level characters, the PC cleric has absolutely no chance to turn it (max hit dice affected is cleric's level +4...
Which also means the fighter can't crit it (and by the time you're 17th level, if you have a weapon with a reasonable crit range you probably have it keen and have the Improved Critical feat).
And it has SR 28, which means that half of the spellcasters' spells aren't going to work on it (barring Spell Penetration and such, which many high-level spellcasters tend to have).

The Hecatonchires (the baddest non-dragon critter in TSR's Epic Level Handbook) is killable in one shot by a dude with a whip.
Regardless of 60/+12 damage reduction, all manner of immunities, and an ungodly number of hit points, a lvl57ish Ranger with Abominations as a favored enemy and a handy "kill on crit" epic feat (the name escapes me at the moment), and a couple of other mild advantages can whack a hecatonchires in one shot.
Throw in Improved Crit and a keen weapon and there's a significant chance that the critter will need to roll a fortitude save at +39 against a difficulty of 38 plus the Ranger's Wisdom bonus.

In my opinion, the coolest thing about the Epic Level Handbook is that playing epic-level characters still feels like DandD.
My contribution to the book was pretty small: I did the epic dragons (including the oversized great wyrms) and the updates to the Forgotten Realms NPCs near the end.
