Tefillin and mezuza are mitzvos which are not dependent on living in Eretz Yisrael, unlike the many mitzvos relating to agriculture, and they are as incumbent on a Jew outside of Eretz Yisrael as upon one in the land.
Mitzvos fulfilled in Eretz Yisrael therefore have the ultimate spiritual quality, alongside which those fulfilled outside of the land are of only secondary quality.

The Mitzvah of Yishuv Eretz Yisrael   (Site not responding. Last check: 2007-10-18)
Interestingly, the mitzvah of Yishuv Eretz Yisrael -living in the land of Israel -is discussed in the Even HaEzer section of the Shulchan Aruch, 3 and even there merely as a tangential issue arising from a mishna in ketubot.
Eretz Yisrael is described in the Torah as "the land upon which the eyes of Hashem are always turned.',33 The Talmud34 interprets this added attention paid by God to Israel as denoting an extra measure of Divine Providence, or Hashgacha P'ratit, bestowed by God only upon Israel and its inhabitants.
The obligation of the mitzvah of Yishuv Eretz Yisrael having been established, it is puzzling to note that throughout the generations, individuals who were scrupulous in their observance of all other Biblical and Rabbinic commandments largely neglected this mitzvah.

The Poor of Eretz Yisrael Though the issue itself seems clear and straightforward, there remains room to discuss the nature and root of the precedence afforded to the poor of Eretz Yisrael, and the relationship between the mitzva of tzedaka itself to Eretz Yisrael.
By contrast, the preference granted to the poor of Eretz Yisrael need not be interpreted as rooted in their connection to the donors, for were this to be the case, this connection would depend upon the identity of the donors.
This precedence, therefore, evolves from the stature of the residents of Eretz Yisrael, either the individual stature of each person by virtue of his residence in the land, or the collective standing of the Jewish population in Eretz Yisrael, about which the Gemara writes, "These are the ones referred to as 'kahal'" (Horiyot 3).

INSITES OF THE DAY - Kidushin, Daf 37
Rashi might hold that the reason Bikurim is practiced in Eretz Yisrael is *not* because it is a "Mitzvah ha'Teluyah ba'Aretz," but rather for a different reason.
That is, there is an Isur to eat fruit grown in Eretz Yisrael before separating Terumos and Ma'aseros, but the fact that Terumos and Ma'aseros must be separated is not a manifestation of the Kedushah of the land.
The Mitzvah of Bikurim, too, is practiced in Eretz Yisrael *not* because it is a "Mitzvah ha'Teluyah ba'Aretz," but rather because of the Kedushah of Eretz Yisrael.

However, one can compel a move to Eretz Yisrael even from a beautiful city abroad to an ugly one here; even from a mostly Jewish city abroad to a mostly non-Jewish one here; and even if there is a difference in climate.
In other words, even according to those opinions which hold that there is no actual obligation to move to Eretz Yisrael, it still holds true that from an inner perspective, Israel is the most beautiful, the most healthful, and the most Jewish place in the world.
