Erhard Milch (March 30, 1892 – January 25, 1972) was a German officer who oversaw the development of the Luftwaffe as part of the re-armament of Germany following World War I.
Milch was put in charge of the production of planes during this time, and his many mistakes were key to the loss of German air superiority as the war progressed.
A biography, highly sympathetic to Milch, The Rise and Fall of the Luftwaffe: The Life of Field Marshall Erhard Milch was published by David Irving in 1973.

The Director of Deutsche Lufthansa, Erhard Milch (who disliked Willy Messerschmitt and his company) cancelled the order after the crash of the prototype on 26 February 1928, and forced Bayerische Flugzeugwerke to pay back the deposit Lufthansa had given them.
This decision put Erhard Milch (by this time the Deputy Minister for Aviation) and Willy Messerschmitt on a collison course.
Milch at this time, told Messerschmitt that he would never get any goverment contracts for his own aircraft, but only orders to build under licence, aircraft designed by other companies.

Milch was arraigned on December 20, pleading not guilty.
The Tribunal returned its findings on April 16, declaring Milch guilty of counts one and three of the indictment but not guilty of count two, that of culpability in medical experimentation.

There are similarities between the two photos (except for Milch's more bulbous nose)- but it's Bruno Loerzer in the first photo, no doubt about it.
And Milch was a recipient of the Golden Party Badge, which the General in the first photo does not wear.
Erhard Milch was promoted to Generalfeldmarschall on 19 July 1940, before the Luftwaffe began basing units in Sicily.

Messerschmitt managed to make a personal enemy of Erhard Milch in 1929 when Milch - then Director of Lufthansa - cancelled all orders for ten 10-seat M.20b transports that had reached an advanced stage of construction, and demanded repayment of the DLH deposits.
This hoisted Milch on his own petard when Messerschmitt protested he had to do it because the C-Amt had not given him any kind of a development contract.
Team Manager Oberstleutnant Theo Osterkamp, who was in Milch's camp, encouraged the rest of the pilots to adopt a negative attitude toward the Bf-108, which was only broken by Loeb's threat to replace Osterkamp, which Milch was forced to support.
