Erich Bloch presently balances a dual career, serving as both a Distinguished Fellow at the Council on Competitiveness and Distinguished Visiting Professor at George Mason University.
Bloch began his education in electrical engineering at the Federal Polytechnic Institute of Zurich, Switzerland; and received his Bachelor of Science degree within the same discipline from the University of Buffalo in 1952.
From 1981 to 1984, Bloch served as chairman of the Semiconductor Research Cooperative, a group of leading computer and electronics firms that fund advanced research in universities and shares in the results, and became the IBM representative on the board of the Semiconductor Industry Association.

 NSF head foresses university problems
Bloch noted that the dollar value of federal support for research and development has been rising steadily and called the US research enterprise "still the most creative and powerful in the world." The discoveries being made today are fundamental and far-reaching, Bloch said, and universities have been at the center of the discovery process.
Bloch believed one way to act against the problem was to increase the participation of women, fls, Hispanics and Native Americans in the technological enterprise.
Answering a question from the audience, Bloch expressed his opinion that MIT may be denying its faculty the opportunity to work with some of the nation's brightest students by restricting the number of NSF graduate fellowships it accepts.

Bloch also said that the NSF, which is a major source of federal funding for university research, has been shifting its focus the last few years from strictly supporting research to funding programs that encourage high school and undergraduate science education.
Bloch also acknowledged that the federal government's support for science research has been insufficient.

Unveiled in April 1964, the System/360 represented a dramatic shift in the nature of computing—and a unique opportunity for Bloch and his colleagues to be at the center of the action.
"Technology moves along on a gradual kind of curve," Bloch says, "but every once in a while there is a major kind of discontinuity." He notes that just a few years prior to the 360, such an upheaval had occurred during the move from tube-based computing to transistors.
As for Bloch, he went on to other achievements, including the directorship of the National Science Foundation from 1984 to 1990.

For the U.S. to compete in the future, California and other states must work with the federal government, academia and the private sector to improve and continually update a national innovation strategy, according to speakers at CCST's February board and council meeting in Sacramento.
Erich Bloch, a distinguished fellow at the Council on Competitiveness, and Deborah Wince-Smith, senior fellow at the CoC, discussed how globalization is affecting the innovation process within key American industries.
The speakers based their comments on a report the CoC recently released entitled "Going Global: The New Shape of American Innovation," which discusses the innovative capacity of five major industries in the U.S. The CoC is a national forum of 150 CEOs, university presidents and labor leaders who work together to strength U.S. competitiveness.
