Ryti, Mannerheim, Minister of Defence Walden and chief of staff Heinrichs decided October 23 that information concerning Finnish defence plans of Lappland could be given to the Wehrmacht to gain goodwill, even with the risk that they could be forwarded to the Soviet Union.
Heinrichs' group returned on May 28 and reported their discussions to Mannerheim, Walden and Ryti.
On June 21 Finland's chief of the General Staff, Erik Heinrichs, was finally informed by his German counterpart that the attack was to begin.

 MANNERHEIM - Commander-in-Chief - Erik Heinrichs
Battallion commander in the War of Independence; held various military posts during peace time, e.g Commander of the 1st Division 1931-1938; Inspector of the Infantry 1938-1939; in the Winter War, Commander of III Army Corps, responsible for the defence of eastern Karelian Isthmus; starting from February 19, 1940, Commander of the army of Karelian Isthmus.
Erik Heinrichs was member of the delegation of the discontented Jägers that visited Mannerheim during the so-called Jäger conflict in March 1918.
In 1941-1945, Heinrichs was Mannerheim’s closest ADC in questions concerning military policy, and as late as 1948, a military expert when the Treaty of Friendship, Cooperation and Mutual Sssistance was being negotiated.

Mannerheim’s most important aids in matters of military policy were Erik Heinrichs (commander of the Karelian Army 1941, later Chief of General Staff 1942-1944), and in operational planning Aksel Airo (Quartermaster General).
The innermost circle around the Commander-in-Chief was called "Marshal’s Court", mostly on account of strictly defined manners of behaviour and etiquette.

Axis History Forum :: View topic - Photo of RKT Axel-Erik Heinrichs?
When Axel Erik Heinrichs (note the spelling of first names) received the RK, Finns were already distancing themselves from Germany and probing peace with the USSR.
When Heinrichs had to leave the Finnish Defense Forces in the summer of 1945, for reasons unknown to me he wasn't given the right to carry uniform.
Of course, there would have been nothing as such to prevent Mannerheim and Heinrichs to carry their decorations post-war, just like numerous Finnish veterans did continue to carry their EKs and other Nazi-era German awards (despite the odd angry comment from the USSR and Finnish communists).

 Carl Gustaf Emil Mannerheim Summary
Mannerheim was born in Louhisaari Manor in Askainen to a Finland-Swedish family of partially Dutch ancestry that had been ennobled in 1768.
He was related to Adolf Erik Nordenskiöld and was the third child in a noble family in which the younger sons inherited the title of Baron (in Finnish Vapaaherra, in Swedish Friherre).
Mannerheim's great-grandfather, Carl Erik Mannerheim (1759-1837), had held a number of offices in Finland's civil service during the early years of the semi-autonomous Russian Grand Duchy of Finland, including membership of the Senate.

Then, during the war years between 1939 and 1944, Sihvo was responsible for Finland's civil defence and as "a soldier of the home front" he was a secondary figure compared to the generals att Mannerheim's headquarters who made the operational plans and the generals who served at the front.
He was not a war-hero of the stamp of Erik Heinrichs, Paavo Talvela and A. Airo.
From the above, it will be clear that Sihvo's reputation and image in the military tradition has not been very positive and prominent; on the contrary, it seems to me that his significance has been undervalued.

If he had given any such order, it would most certainly have been mentioned, if not in his own memoirs, at least in some of the books by Stig Jägerskiöld, Lieutenant General Hugo Österman, Lieutenant General Harald Öhquist and General Erik Heinrichs.
It seems that Mannerheim and the generals in command on the Karelian Isthmus front (Öhquist and Heinrichs) did not communicate with Valve at all during the last weeks of the Winter War.
Reasonably they were all too busy with the operations of the hard-pressed land forces to think of resources far away at sea.

Compared to the wartime presidents, his powers were unprecedented.
He also took personal command of the troops fighting the Germans in Lapland, although practical military leadership had been transferred to the new Chief of the Defence Staff, General Erik Heinrichs.
Mannerheim took charge of foreign policy, but passed some of the political duties of the presidency on to the Prime Minister, as the issuing of general decrees and the occasional appointment of a civil servant were not a natural part of crisis leadership.
