Mahmut Esat Bozkurt defined "etatism" as "state socialism" but in the ensuing discussions (and confusion) the CHP elite tried their best to ensure their followers that they were not trying to bring in socialism but actually an altenative to it.
In its CHP version, this "socialism" was not a reflection of the "class struggle" at all but a platform that allowed the central state to spearhead the necessary economic initiatives.
The fact that they were trying to define and refine a revolutionary ideology of etatism for the ruling CHP also did not sit too well with a number of party high-ups like the party Secretary General Recep Peker, a blunt power-player who did not hide his contempt for the whole Kadro attempt.

I think this may be attributtable in part to the anglo-centricism that causes people to focus on welfare Statists like Adam Smith and ignore the vastly superior economics and political theories that we see from the French, IE Bastiat and de Molinari.
Also the same reason we use the term 'Statism' when the French term 'Etatism' denotes the actual philisophical, predates 'statism' and is used by almost every liberal and ananrchistic economist/political thinker EXCEPT modern Americans.
And Etatism was the more popular term with many European intellectuals, British included, as a proper noun designating a theory.
