Again, the best advice is to call ethnic groups and their members whatever they prefer to be called.

While I suppose you are correct that ethnic epithet would be more NPOV than either of the other two, it would be a contrived phrase that would not show up if someone was doing a search on the topic (as they will type in racial epithet or ethnic slur).
Aside from that, I think the way to handle your issue in the article (that not all slurs have always been so, and vice versa) is simply to add a note to those words for which it is relevant.

When it comes to racial or ethnic slurs, sexually inappropriate language or ageist remarks, about the same percentage of workers report overhearing such language as did two years ago, according to the latest survey conducted for Novations/J. Howard and Associates, a consulting firm in Boston.
Racial slurs were heard by 30% of the workers surveyed, up slightly from 27% last year and 29% in 2002.
Employees based in the South were a tad likelier to hear ethnic slurs, with 32% of Southerners reporting they overheard ethnic slurs versus about 25% of workers in the Northeast, 26% in the North Central region and 28% in the West.

This isn't supposed to be just a list of insults per se---these are phrases or words that started out as ethnic insults but became applicable to people in general.
You're a Thug A reference to the "Thugs" or "Thugees" of India...but that was a sort of organized crime group, not an ethnic group, so this was sort of like saying "you're a gangster." Doesn't fit the ethnicity requirement, so it doesn't really count, but it's interesting and a good effort.
Somewhat similarly, the word "assassin" comes from "hashishijian", a bizarre pseudo-religious sect in Persia in the last century, that recruited members with drugs and women, and sent them off to commit political killing as well as, er, thuggery.

"Yahudi" is no ethnic slur (I often refer to my own son as Yared Yahudi - which I find far more pleasantly poetic than calling him Jared the Jew) - many Yahudi deem the tag "Jew" to be the slur.
Oh, perhaps you were referring to "Ozzy" being some form of ethnic slur, or "Yank" for that matter.
