Baine County was established on December 7, 1866, named for General David W. Baine of the Confederate Army, with its county seat at Gadsden.
In the county the population is spread out with 23.80% under the age of 18, 8.70% from 18 to 24, 27.40% from 25 to 44, 24.10% from 45 to 64, and 16.00% who are 65 years of age or older.

The county was abolished on 1868 Dec. 1 by the Constitutional Convention and re-established on the same day, under the name of Etowah, which is from the Cherokee language.
Etowah county is located in the northeastern section of the state, in the southern Appalachians.

The parties to this Settlement Agreement ("Agreement") are the United States of America (the "United States") and Etowah County, Alabama (the "County") that their respective interests can be met by securing compliance by voluntary means and have therefore voluntarily entered into this Agreement.
The ADA applies to the County because it is a public entity within the meaning of 42 U.S.C. The County denies that any action it has taken constitutes a violation of the ADA.
