The two resolutions adopted by the Etowah County Commission on August 25, 1987, less than 9 months after the county's first fl commissioner took office, were an obvious response to the redistricting of the county that produced a majority fl district from which a fl commissioner was elected.
In the Etowah County case, as in Dougherty, the circumstances surrounding the adoption of the resolutions are similarly suggestive of the potential for discrimination, and should require 5 preclearance.

It is the name of a former Cherokee settlement near the head of the Etowah River in Georgia.
The Etowah lies in the heart of the "gold country" - part of the river actually goes through a tunnel once used to divert the waters for the mining of the river bed.
