It was a location of warfare between the forces of Númenor and Angmar in the First Age.
In The Lord of the Rings: The Battle for Middle-Earth II, The Ettenmoors is the main base of the goblins, and the home of Gorkil the Goblin King.
Glorfindel and Gloin lead an attack on the goblin fortress and destroy it.

All it offered was a measly minor item at the cost of a fairly high strike, so high that on those rare occasions when a minor item was called for, other sites were found.
For starters, the Ettenmoors is one of the few sites that a Fallen-Wizard company may start the game at, the other two being the White Towers and Weathertop.
The Ettenmoors stands alone as the one site of these three in Rhudaur, meaning that if your companies' travels are leading them east, it is the place to start.

Their geography is uncertain (all that is known for sure is that they lay to the north of Rivendell) but circumstantial evidence suggests that they were probably synonymous with the region known as the Ettenmoors.
This is based on a description of the Ettenmoors in The Fellowship of the Ring I 12, where they're described as 'the troll-fells north of Rivendell' - it seems rather unlikely that there were two separate sets of troll-infested moorland in this area.

So, what we had then was a deck that could toss out Shelob, the Balrog, Gollum, and a Nazgul, all at Ettenmoors, sometimes first cycling through two other sites during the Shadow phase.
Which would have led to some exciting games, except that the Balrog would often show up at site 2 and ruin people's day, and we wouldn't have much of a game at all.

Currently there are four of those: Isengard, The White Towers, Ost-in-Edhil and Ettenmoors.
With the release of Against the Shadow in August Weathertop will probably be added to that list (unless ICE decides to change the auto-attack there, but why should they?).
You would probably want the King to be around when you visit the Ettenmoors (the reason behind that later in the program), which leaves three sites to petition The Warg-king.

Should the West succeed, should Zeminoth overthrow the Dark Lord and sit upon the throne of Mordor with his newly claimed title, then all of the benevolent warriors campaigning against the Ambassador of Sauron would get would be more terror.
Celica of Ettenmoors and the whole family of Zeminoth Aurellisc would be safe; free from the danger that would carry out through the lands of Middle-earth like blood-stained letters.
