Eugenio Pacelli fu nominato cardinale da Pio XI il 16 dicembre 1929; il 7 febbraio 1930 divenne segretario di Stato.
In effetti Pacelli rappresentava un’ottima scelta politica in quanto era il più esperto in diplomazia tra i cardinali del Collegio.
