The Eurasian Economic Community (EurAsEC or EAEC) was put into motion on 10 October 2000 when Belarus, Kazakhstan, Kyrgyzstan, Russia and Tajikistan signed the treaty.
With the revival of EurAsEC in 2005 there is a possibility for the Common Economic Space agenda to be implemented in its framework with or without the participation of Ukraine.

 EURASIAN ECONOMIC COMMUNITY
The new Eurasian Economic Community agreement signed in the Kazakhstani capital Astana in October 2000 was based upon existing customs union agreements, but was designed as the logical next step in an incremental movement toward policy harmonization.
The EEC is designed to function as a regional international organization, and will be recognized as such by the United Nations.
While the EEC is not intended to limit the sovereignty of its member states, it does provide for the delegation to the EEC of some negotiating responsibilities within international organizations.

The Community Court will also consider economic disputes arising between and among Contracting Parties over the questions of implementation of decisions adopted by the Community's bodies and provisions of the treaties effective in the Community, clarify them and make evaluations.
The Community is open to all countries which will assume the obligations arising from this Treaty and other treaties effective in the Community from the list approved by the Interstate Council and which can and intend, as may be determined by members of the Community, to fulfill these obligations.
Decisions adopted by the Community's bodies will be implemented by the Contracting Parties by way of adopting the necessary national regulatory acts in accordance with their national legislation.

There are difficulties with collection of information on the implementation of the "Ten steps" that was in due time laid as a basic idea for the Community, which causes certain problems for a common analysis and differences in the speed of economic reforms.
Experts suggest a number of measures, including coordination of unitary social policies, aiming at the equalisation of the living standards in our states; the settlement of migration problems; the formation of a common education space; the promotion of medium and small business, as strategic measures.
If on the economic development the EurAsEC member states are approximately in the third ten of the world countries, on some important social parameters they occupy already the fifth place.

I think that the Eurasian Economic Community is in many ways a driving force for integration in the post-Soviet area.
We, all the representatives of the community’s member states here today, gave this initiative our active support and we were right in doing so.
I think that recent events, including the work being done on creating the Single Economic Space, and you know that the four countries involved are moving forward with this, were sparked to a considerable extent by the processes underway within the Eurasian Economic Community.
