VIP, ambulance and express cargo charters were added later and in 1986 European Air Transport was bought by DHL to transport urgent shipments across Europe.

 World business body pushes for air transport to be opened up
At a meeting on air transport policy with European Transport Commissioner Loyola de Palacio, ICC Secretary General Maria Livanos Cattaui said ICC's members wanted true liberalization in air transport that went beyond the "open skies" agreements advocated by the United States.
She noted that the Trans-Atlantic Common Aviation Area proposed by the Association of European Airlines was the first serious liberalization initiative to come from industry.
"Europeans appear to be leading the charge for the first time," she said.

The ‘Single European Sky’ project is meant to overcome the present fragmentation and to reduce the cost of air traffic delays in the EU, which before the recent downturn was estimated at over 4.4 billion euros per year in the form of higher fuel costs, lower aircraft utilisation rates, and passenger inconvenience.
The European Commission’s quest for EU management of civil aviation, and the resistance waged against this ambition by certain EU member states, is illustrated by the ongoing battle over ‘Open Skies’ agreements concluded by various EU countries and the United States.

The "third package" was the final step in a program that was started by the European Union in 1987, gradually decreasing the influence of the governments on air traffic.

European air traffic growth is likely to fall below expectations in 2004 if oil prices stay high, a senior official of the Association of European Airlines (AEA) said on Thursday.
Schulte-Strathaus said it was too early to give a precise estimate of the potential impact of high oil prices on European air traffic.
European jet fuel prices hit a 13 year peak of more than USD$400 a tonne in early May. They have since fallen eight percent to around USD$370 a tonne on Thursday, as oil refiners took advantage of the price spike to pump at full rates.
