European Court of Justice has played an innovative role in compensating for the lack of Community legislation protecting basic rights by developing a body of original case law in which basic human rights are considered an integral part of the general principles common to the legal systems of all of the member states.
The European Community is represented by the Permanent Representative of the Member State holding the presidency of the Council of Ministers and by the Head of the Delegation of the European Commission in the country that is the seat of the UN agency involved.

Human rights are fundamental entitlements that all persons enjoy as protection against state conduct prohibited by international law or custom.
The Commission is dedicated to protect the population against administrative violations by individuals or groups of persons with authority or by other individuals with the acquiescence of the authorities.
In the case of the Human Rights Commission for the Federal District which initiated activities at the beginning of 1995, it has already received approximately 4,000 complaints of which more than 800 were filed against various police units.

 The EU's Human rights and Democratisation Policy - Overview
A considerable step in integrating human rights and democratic principles into the policies of the European Union was taken with the entry into force of the Treaty on European Union (TEU) on 1 November 1993.
The European Union is also bound by its own declarations on respect for human rights which, according to the Declaration on Human Rights adopted at the Luxembourg European Council on 28 - 29 June 1991, are an essential part of its international relations and a cornerstone of European co-operation.
In implementing its human rights policy, the European Union recognises the importance of the contributions made by international, regional and non-governmental organisations to civil society and to the development of a democracy that upholds political, civil, economic, social and cultural rights.

The Charter of Fundamental Rights of the European Union was first drafted in June 1999 with the goal of covering all rights pertaining to the EU's citizens, including those rights based in the European Convention on Human Rights and the European Social Charter, two treaties of the Council of Europe.

The Commission may set up committees, each composed of at least three members, with the power, exercisable by a unanimous vote, to declare inadmissible or strike from its list of cases a petition submitted under Article 25, when such a decision can be taken without further examination.
The Commission may only deal with the matter after all domestic remedies have been exhausted, according to the generally recognised rules of international law, and within a period of six months from the date on which the final decision was taken.
If the Commission succeeds in effecting a friendly settlement, it shall draw up a report which shall be sent to the States concerned, to the Committee of Ministers and to the Secretary General of the Council of Europe for publication.

Human Rights Watch was dismayed to learn that the planned launch of the UK government’s Human Rights Annual Report, previously scheduled for Thursday 16 September, has been delayed.
Human Rights Watch today applauded the announcement that the Martin Ennals Foundation had selected Lida Yusupova, a lawyer who provides assistance to victims of human rights abuses in Chechnya, as the winner of the 2004 Martin Ennals Award for Human Rights Defenders.
In letters to NATO and the European Union, which are holding summits with Russia on May 28, Human Rights Watch said that the Russian military's record of abuse in Chechnya undermines the core values and strategic goals of both institutions.

 The European Convention on Human Rights
Human Rights Bill (as introduced in the House of Lords on 23 October 1997) now passing through Parliament and which is likely to come into force sometime in 1999 or perhaps 2000.
It is the national authorities who are expected to be the prime protectors and overseers of human rights, and it has been emphasised by the Court of Human Rights that the appropriate standard by which to judge compliance with the Convention is akin to that in English law judicial review.
Governments are the traditional parties in international human rights law, and the idea of an inter-state application under Article 24 is to raise repeated and widespread, almost endemic, state-sponsored abuses of rights.
