Amendment of section 4 of European Communities Act, 1972.
.—Section 4 (inserted by the European Communities (Amendment) Act, 1973) of the European Communities Act, 1972, is hereby amended by the substitution for "Joint Committee on Foreign Affairs" (inserted by section 6 of the European Communities (Amendment) Act, 1993) of "Joint Committee on European Affairs".
(2) The European Communities Acts, 1972 to 1994, and this Act may be cited together as the European Communities Acts, 1972 to 1995, and shall be construed together as one Act.

It cannot be disputed that upon joining the communities and subsequently joining the union, the State took upon itself an obligation to apply and implement fully and efficiently and with expedition laws enacted, acts done or measures adopted by the communities or, subsequently, by the union.

The European Communities (Amendment) Bill, 2002, is necessary to amend the European Communities Act, 1972, in order to provide that certain parts of the Treaty of Nice shall form part of the domestic law of the State once Ireland ratifies the Treaty.
The content of the Bill is in line with earlier amendments of the European Communities Act, 1972, through which provisions of previous EU Treaties have been given domestic legal effect.
These are the provisions of the Treaty of Nice which expressly affect the Treaty establishing the European Community and the Treaty establishing the European Atomic Energy Community.
