Not a name with which many will be familiar, Nick Witney, formerly a senior civil servant in the Ministry of Defence, is now the chief executive of the newly formed European Defence Agency, charged (in theory) with assisting EU member states in making procurement decisions.
Yet Witney sees himself as a "catalyst" for member states to take more common decisions, promising to take "a leading role" in proposing new policy approaches on how a European defence equipment market might work and how it might be brought into being.

EU defence ministers agreed on Monday to set up a European defence agency.
British defence minister Geoff Hoon insisted that the agency would not lead to a "buy European" policy in defence equipment - despite the American Congress recently passing a law mandating a "buy American" policy.

The European defence industry could be guided into further consolidation by efficiency studies expected to be undertaken by the new European Defence Agency (EDA).

France, Germany and Italy are already members of OCCAR, an agency set up in 1996 to coordinate procurement and manage common defence programmes across European borders.
OCCAR currently manages a handful of European defence programmes including the Tiger helicopter, the Milan, Hot and Roland missiles and the MRAV armoured vehicle.

The agency was set to be approved Monday by EU defence ministers for launch next year, to help the bloc's member states coordinate their purchases of military hardware.

The US Congress last week approved a 401 billion dollar (340 billion euro) defence bill for the 2004 fiscal year that requires the government to buy 50 percent of its military supplies from US contractors.

The decision for the creation of the European Defence Agency was taken by the June 2003 Thessaloniki European Council, and is subject to the Council's authority and open to participation.

The EU Foreign Affairs Council has consented to launch later this year the European Defence Agency to shape the bloc's protection policy.
