The European Investment Fund is a public-private partnership established in 1994 with a capital of 2 bn Euro and owned by the European Investment Bank, the European Commission and the banking sector.
A key element of the European Investment Bank's new action launched in June 2000, the Innovation 2000 Initiative, is the expansion of activity in support of venture capital financing for SMEs.
Funds in which the EIF invests, must be located in the European Union and conduct the bulk of their activity in the EU.

The European Investment Fund (EIF) was created by decision of the EIB Board of Governors of 25 May 1994.
This capital is distributed among the Fund’s members as follows: the EIB (60.5 % of the capital), the European Community (30 %) and the European financial institutions (9.5 %).

 EFAMA - Trends in the European Investment Fund Industry for 2005
Investment funds delivered an outstanding performance (an estimated 27% for equity funds and 12% for all UCITS taken together), whereas total fund assets under management grew 23%, more than twice the growth seen in 2004.
The largest contribution to asset growth came from equity funds that saw their assets rise by EUR 476 billion or 35%, reflecting strong inflows (EUR 122 billion for the whole year 2005 and EUR 48 billion in the fourth quarter).
Investment fund assets under management at end 2005 were EUR 1,218 billion higher at end 2004.
