What I discover in post-war Strasbourg is a complex situation in which Alsatian, French, and "European" interest groups vied for popular support.
The European Movement’s excessively top-down approach to mobilizing the European public through its own normative definition of "European culture" was incapable of adjusting to the need for regional and national reconstruction, as well as European construction, to take place in the wake of the war.
