The package of legislation agreed between the European Parliament and the Council is based on the results of the work of the High-Level Group on the creation of the single European sky and meets two key objectives.

EUROCONTROL is the European Organisation for the Safety of Air Navigation, an international organisation whose primary objective is the development of a seamless, pan-European Air Traffic Management (ATM) system.
EUROCONTROL develops, coordinates and plans for implementation of short-, medium- and long-term pan-European air traffic management strategies and their associated action plans in an effort involving national authorities, air navigation service providers, civil and military airspace users, airports, industry, professional organisations and relevant European institutions.
The average flight duration is approximately 18 minutes and typically 60% of the traffic is climbing from or descending to the major European airports of London, Paris, Frankfurt, Amsterdam and Berlin.

 Europe Moves Ahead Geo Based Navigation System
The European Space Agency, the European Commission and the European Organisation for the Safety of Air Navigation (Eurocontrol), are together making concrete progress in the development of a Global Positioning and Navigation Satellite System, dubbed GNSS.
Within GNSS-1, Europe is contributing EGNOS, the European Geostationary Navigation Overlay System, aimed at augmenting the performance of GPS and Glonass in terms of precision and data integrity.
The European Commission is more specifically responsible for the promotion of applications and user equipment, an activity which will rely largely on the use of the EGNOS System Test Bed.

A European satellite navigation system intended to augment the two operational military satellite navigation systems – the American GPS and the Russian GLONASS – and make them suitable for safety-critical applications such as flying aircraft or navigating ships through narrow channels.

The European Space Agency, the European Commission and the European Organisation for the Safety of Air Navigation (Eurocontrol) are jointly developing EGNOS, Europe's augmentation system for satellite navigation.
The leases were signed in the presence of the European Commission, EUROCONTROL and INMARSAT, by the European Space Agency, France Telecom and Deutsche Telekom, the two European signatories of the Inmarsat operating agreement which had submitted the EGNOS proposal to the Inmarsat Council.
Within the European Union, EGNOS is part of the European Union Navigation and Positioning Network as described in the Transport Trans-European Network guidelines.

In 2003 Europe had the lowest levels of air traffic-related delays for any year since records began, Eurocontrol, the European Organisation for the Safety of Air Navigation, have claimed.
Analysis for 41 European countries shows that 2003 was the busiest year on record, with a total number of 8,466,966 flights, up 2.8% on 2002.
The Single European Sky in particular will have an important role to play in ensuring greater efficiencies in EU airspace, in particular through the implementation of the flexible use of airspace, improved airspace design, and more logical division of airspace.
