European elections 2004: Terrorism weighs on Spain vote
As Spain prepares to choose its representatives to the European Parliament on Sunday, much of the focus is on lingering questions from the electorate's last trip to the polls only three months ago.
In those elections, the governing party was unexpectedly defeated just three days after terrorist attacks killed 191 people in Madrid, leaving the new government vulnerable to the charge that its victory was hollow, driven more by emotion than a sober assessment of the candidates.
Sunday's elections to determine the occupants of Spain's 54 seats in the European Parliament provide a chance to help settle the issue and define the mandate of the new government, political analysts say.

In truth, Spain was never quite as self-assured as it seemed, nor quite as in love with Mr Aznar as foreigners imagined—even if some of those who now affect to despise the former tax inspector with great-power pretensions were quite ready to vote for him a few months ago.
It is likely, however, that this year's dramatic election will come to be seen not as a by-product of a terrorist attack that happened to lead to a change of government, but as the natural end of the first era of Spain's post-Franco transition to democracy.
Spain has opted for a huge expansion in the number of its universities, two-thirds of which have been created since 1975, but this has done little to improve either the quality of teaching or the students' independence of thought.
