Fifteen years and three parliaments on from 1979, statistical analysis shows that, contrary to the foregoing paragraph, there is no reason why party groups in the European parliament should be unable to attain impressive degrees of cohesion simply by virtue of their being transnational.
Groups such as national delegations to the EP may start off by being quite similar to national party counterparts in their social characteristics or initial belief systems, only to become increasingly divergent from the latter and convergent with their transnational party group.
The cohesion of the party groups will fall; the EP will be perceived as a 'penetrated institution', no longer able to contribute to the overall legitimacy of the EU by making good on its claim to be the only institution capable of checking an increasingly closed cartel of governments.

There is a danger that party groups will in the future only be prepared to refuse confirmation if a plausible coalition of groups can be formed which has a combined majority larger than the total number of MEPs within their own ranks who come from nominal parties of government.
Assuming that a plausible coalition means one of groups that are contiguous on a left-right scale, this condition in fact implies that under no circumstances since direct elections were first held in 1979 would the European Parliament have ever rejected a European Council nominee for the presidency of the Commission.
