In April 1999, Parliament lifted the immunity of former SIS head Ivan Lexa in five of the seven criminal cases in which he allegedly was implicated, including participation in the kidnaping of the President's son.
In February 1999, police arrested two former high officials in the SIS, former Chief of the SIS Counterintelligence Unit Jaroslav Svechota and Deputy Director of the Surveillance Unit Robert Beno, for involvement in the 1995 effort to discredit the chairman of the Slovak Bishops Conference.
In 1999 the Slovak Government and the Government of Hungary jointly established a commission to deal with the treatment of ethnic minorities; the commission meets on a regular basis and was active in negotiating the European Charter on Minority Languages.

ECRI's concerns arose from the fact that the acts penalised under the Act of 30 July 1981 (incitement to racial discrimination, hatred or violence) and the Act of 23 March 1995 (denial, minimisation, justification or approval of genocide) are often committed through dissemination of pamphlets and racist tracts.
In these cases, the Act of 30 July 1981 is not applied, as this Act deals mainly with incitement to racial discrimination, hatred or violence, and therefore requires, for its application, the proof of the intention of the perpetrator of the offence to incite the public to hatred or violence.
The acts most recurrently cited are discriminatory identity checks, a considerable part of which result in the person subject to such checks being in turn accused of resisting arrest or ntion and humiliating treatment are also reported to be recurrent subjects of complaint.

Eventually, the budget was passed after a general election in 1910; a second election was then fought on the issue of reform of the House of Lords.
The result was the Parliament Act of 1911, which removed from the House of Lords the power to veto a bill, except one to prolong the lifetime of a parliament.

The European Commission against Racism and Intolerance (ECRI) was set up in 1994, at the instigation of the first Summit meeting of Heads of State and Government of the member States of Council of Europe, to combat the growing problems of racism, xenophobia, anti-Semitism and intolerance threatening human rights and democratic values in Europe.
As from 1999, ECRI has begun a follow-up procedure to its country reports, examining what action governments may have taken on the proposals they contained, up-dating their contents generally and focusing on specific issues of concern in greater depth.
Article 69 of the Penal Code criminalizes acts aimed at instigating national or racial hatred or discord and degrading the national dignity of any person as well as acts aiming at the explicit restriction of civic rights or the creation of direct or indirect privileges of citizens depending upon their race or nationality.

Denmark applied for European Community (EC) membership as early as 1961 following the British request for membership, but the Danish request was overshadowed by the negative EC vote against Britain.
Re the Single European Act (SEA), the electorate voted 56.2 percent to 43.8 percent to adopt the measure.
As Denmark was preparing its accession negotiations with the EC in the early 1970's the citizens of Greenland overwhelmingly voted against the EC with 70.2 percent of the electorate stating that EC membership was bad while only 29.3 percent agreeing that it would be beneficial.
