But he is equally prominent in European business and political circles as a member of The European Round Table of Industrialists (ERT), an exclusive group of 45 leaders of multinational corporations which has the ear of national Governments and the Brussels authorities and which actively promotes deregulation, competitiveness and a reduced role for the state.
Leading European politicians are good at saying the right things, as the Lisbon Agenda of March 2000 (aimed at making the EU the most dynamic and competitive knowledge economy in the world by 2010) and the later Barcelona summit (with its laudable objective of increasing R&D to three per cent of GDP) illustrate.
Another problem is the European Competitiveness Council, the new EU Council where economic and socio-economic issues are discussed and which was sensibly created in 2003 by combining the old internal market, industrial and R&D Councils into one unit.

With access to the top national and European decisionmakers, it is influencing, if not directing, policy for the multinationals' benefit in areas as diverse as transport, education, employment, environment and the Third World.
One of their main channels of influence is a corporate lobby group called the European Round Table of Industrialists, or ERT.
Through its intensive lobbying of European transport ministers, and also the support of French Prime Minister Laurent Fabius, the ERT was astonishingly successful in introducing European power brokers to its vision of a future infrastructure.

THE PACE OF ECONOMIC CHANGE IN EUROPE
We Europeans are brought up to live and work in a multilingual, multicultural environment, we have to learn how to manage different attitudes and different preferences, all of which is in many ways an ideal preparation for the complexities of the global economy.
The European Round Table of Industrialists published a paper earlier this year calling for a switch in pension financing to capital funds based on savings and investment rather than “pay as you go” charged against salary taxation.
Most European politicians and civil servants begin to understand that competitiveness is the condition and not the enemy of employment and social cohesion.

The President in Office of the European Council heard the proposals and suggestions of these three organisations, each of which represents one of the elements to be addressed in the mid-term review, that is, competitiveness and employment, social policy and environmental policy.
The meeting with the European Round Table of Industrialists focussed, naturally, on improving the competitiveness of the European economy, especially in the areas of cutting-edge technology, which is one of the priority areas of action in the mid-term review of the Lisbon Strategy.
The representatives of the European Environmental Bureau presented to the Luxembourg Presidency their requirements on the subject of environmental policy, which they consider to be directly related to the competitiveness of the European economy, as the European Council confirmed in Gothenburg in June 2001 in its chapter entitled "Strategy for Sustainable Development".

The neoliberal agenda of the European Union
Baron Janseen of the ERT wrote that "The European Round Table of Industrialists and our Competitiveness Working Group were very much involved in the preparation of the Summit," Indeed this summit also identified pensions systems as candidates for privatization, as we have seen another piece of the ERT agenda.
Before the 2001 Stockholm summit they sent a letter to the European leaders expressing "concern that the progress in achieving objectives fixed in Lisbon was too slow, European competitiveness is being held back by the reluctance of several individual member states to implement at national level actions agreed in Lisbon".
And of course the European Commission also released an evaluation of the implementation of the Lisbon decisions, with a set of demands calling for specific commitments to be taken at Stockholm.

However, the "3% objective will only be achieved if Europe radically improves European centers of excellence, skills and education, builds a more supportive regulatory environment for R&D and innovation, a coherent approach across the EU policies, and a strong and vibrant public research sector" summarized UNICE President Georges Jacobs.
The 3 % objective and the European Research Area are both pivotal to restore confidence in the knowledge-based economy and to move out of the current crisis with a renewed growth based on more and better R&D efforts.

So was the subsequent target set at the Barcelona summit last year to increase European investment in research and development from a current level of 1.9 per cent of gross domestic product to approaching 3 per cent in 2010.
He added: "That is why, particularly in Europe, we need faster, less bureaucratic decision-making processes and a climate which allows ideas to emerge." The ERT notes that the US is continuing to outperform Europe even in the current depressed economic cycle.

The European Round Table of Industrialists (ERT) has been in the forefront of encouraging further EU integration for over twenty years.
In the early 1980s the erstwhile European Economic Community was unable to respond effectively to the economic "stagflation" which Western Europe had been suffering from for almost a decade.

In an upcoming publication, “Reshaping European Education”, the European Round Table of industrialists, a highly influential lobby organisation of 45 leading European industrialists, urges a radical change in education policy in European Union member states.
To create a European work force which has internalised these attributes as well as a general acceptance of growth-oriented economy and the willingness to compete, the ERT considers it insufficient to just reform official institutes of education.
The last such approach was the “Memorandum on Higher Education in the European Communities”, prepared by the EC's Task Force Human Resources in 1992.
