The European nations decided to have two different agencies, one concerned to develop a launch system ELDO (European Launch Development Organisation) and the precursor of the European Space Agency, ESRO (European Space Research Organisation) that was established on March 20, 1964 per an agreement signed on June 14, 1962.
ESA science missions are based at ESTEC in Noordwijk, Netherlands, Earth Observation missions at ESRIN in Frascati, Italy, ESA Mission Control (ESOC) is in Darmstadt, Germany, and the European Astronauts Centre (EAC), that trains astronauts for future missions is situated in Cologne, Germany.
About 90 per cent of the costs of ESA's ISS share will be contributed by Germany (41 per cent), France (28 per cent) and Italy (20 per cent).

On October 6, 1990 the space shuttle, Discovery, launched the ESA spacecraft Ulysses on a voyage to investigate the polar regions of the Sun.
It has the current capability to place two 3 ton spacecraft into GEO, but since some communications satellites will be much larger than this, the Ariane 5 has already been upgraded to place 8 tons into GEO by the year 2000.

The European Space Operations Center (ESOC) established in September, 1967, is the primary satellite control facility for ESA spacecraft.
Located in Darmstadt, Germany,and headed by Director Felix Garcia-Costaner, ESOC operates detachments in French Guiana, Belgium, Germany, and Spain and receives additional assistance from national ground stations in the Canary Islands, Sweden, Italy, Kenya, Australia, and Japan.

 Search for life in the universe
Over the next two years, the European Space Agency will be sending two spacecraft (Rosetta and Mars Express) to search for clues to life's origins elsewhere in our Solar System.
ESA is also planning a series of spacecraft (Eddington, Gaia and Darwin) to find planets orbiting other stars and even to look for life's signatures on other worlds that look much like our own.

ESA Director Antonio Rodota plans to provide details of that decision Friday at ESA headquarters in Paris, and the European Commission is expected to provide matching funding for Galileo next month.

The European Space Agency's "Venus Express" mission is an extremely low-cost mission of opportunity that would use a copy of the ESA's 2003 "Mars Express" Mars orbiter with remarkably few changes to either the spacecraft or its science instruments to study Venus' atmosphere from an elliptical orbit after its 2005 launch.
If the two space agencies do agree on a single-satellite version, there will of course be no point in testing super-precise formation-flying systems for the time being.
