In the interest in forming a trans-Europe numbering plan as an option (or future movement) for anyone needing multi-national European telephone presence, the ITU allocated country calling code +388 as a subdivided, catch-all container for such services.
It is therefore not possible to reverse engineer the location of an owner of an ETNS number based on the characteristics of the phone number.
After the country group identification code, the number space is divided according to service, indicated by a European Service Identity code.

There was an integrated numbering plan among the countries, where area codes beginning with 1, 2 or 3 were in Kenya, area codes beginning with 4 were in Uganda, area codes beginning with 5 and 6 were in Tanzania, and area codes beginning with 7 were for mobile/wireless.
The European Telecommunications Office (ETO) was disbanded on 1 January 2001 and its functions assumed by the European Radiocommunications Office (ERO).
ECTRA (a European body) proposed that country code +388 be assigned for a European Telephony Numbering Space (ETNS), applicable throughout Europe for Europe-wide services.

A study concluded in 1997 on harmonised national numbering conventions resulted in an ECTRA recommendation in 1998 advising national administrations to base national numbering regulations for telephone numbers on a detailed framework extending the Interconnection Directive in particular with respect to the process of number assignment.
Regarding numbering plans, it is expected that some structure in the numbers may disappear, for example, the distinction between fixed and mobile numbers.
Once numbering regulation has been established in European countries and, at a later stage, more is left to self-regulation by industry, the role of ETO with respect to numbering will focus more on collecting information and on routine tasks such as ETNS administration and management.

Number Pooling is a telephone number conservation effort that maximizes number usage and reduces the need for new Number Planning Area (NPA) codes which are commonly referred to as area codes.
NeuStar developed thousands-block number pooling on a trial basis as a conservation measure; it was invaluable in providing timely access to NANP resources while simultaneously reducing the consumption of prefixes by allowing a single, 10,000-number prefix to be shared by multiple service providers.
NeuStar proved that number pooling slowed the rate of prefix allocation, reduced the need for new area codes, and extended the life of the NANP—leading to the establishment of a mandate to institute number pooling nationally.
