Regional policy is the means by which governments and international organisations seek to reduce spatial disparities in economic well being.
Although the European Union is one of the richest parts of the world, there are large internal disparities of income and opportunity between its regions.
UK regional policy was born during the economic depression of the 1930s, when heavy industries in the north were devastated.

The Regional policy of the European Union is a policy with the stated aim of improving the economic well being of certain regions in the EU.
Regions needing support with the regional policy are given either objective one or objective two status.
Regions qualifying for objective one status includes nearly all the regions of the new member states except Cyprus, southern Italy, East Germany, most of Greece and Portugal, and much of Spain and Ireland, although in the case of the latter most regions will lose their status in 2006.

In contrast, the strong EU instrument of state aid control, developed for competition policy (its 'reactive' regional policy) has been relatively successful in avoiding a national race of regional subsidies among the member states.
We show that a shift from active regional policy to reactive, competition-oriented, regional policies is the preferred way for the established member states to handle the challenge of enlargement.
This regional policy dilemma is one of the major obstacles for the full integration of the accession countries into the EU.
