Involving national Parliaments directly in the European Union's decision-making procedures, by allowing them to check compliance with the principle of "subsidiarity," as some advocate, would hamper and delay the functioning of the European Union and could cause friction between the national Parliaments and their Governments.
This could not be reconciled with the need to simplify the acts and procedures of the European Union and would upset the present institutional balance, which is based on the smooth operation of the "institutional triangle" composed of the Commission, the Council and the European Parliament.

A Protocol to the European Community Treaty, adopted on Tuesday by the Union's 15 member States during their Summit in Amsterdam, places a limitation on asylum by allowing the States in the Union to use their discretion when accepting asylum applications from citizens of the Union.
The UNHCR said that such a decision goes against an important element of the 1951 Convention relating to the Status of Refugees, which guarantees unqualified access to asylum.
The UNHCR has expressed concern to the States in the European Union that the introduction of geographical restrictions to asylum is not fully consistent with the international responsibilities assumed by States which ratified the Convention.

The EU decision follows a World Trade Organization ruling in April that had deemed that EU's exports were excess to what was feasible and had demanded a change in the sugar support prices.
