There are two main European regulations covering the mutual recognition of professional qualifications: Directive 89/48/EEC and Directive 92/51/EEC.
Directive 89/48/EEC covers the mutual recognition of qualifications in recognised professions that require a University degree or equivalent.
This directive is implemented in the UK by The European Communities (Recognition of Professional Qualifications) Regulations 1991 and by similar regulations in other member states.

European Engineer (Eur Ing) is an international professional qualification for engineers used in many European countries.
The title is granted after successful application to a national member of European Federation of National Engineering Associations (FEANI) which includes representation from many European countries, including much of the European Union.
In countries where the title of a Chartered Engineer is used, the Republic of Ireland and the United Kingdom, the Chartered Engineer title is a prerequist requirement for an application for the European Engineer title.

Professionals coming from low standards countries and facing higher compensation than their counterparts from other countries are starting to act to upgrade the reputation of their home country systems.

If European law and European Court of Justice judgments on the recognition of professional qualifications are not respected, qualified persons run the risk of not being able to exercise their right to practise their profession in any of the Member States.
Moreover, if they block Europe-wide recognition of professional qualifications, the Member States are reducing the scope for their own citizens and their own firms to choose qualified people from other Member States for services on their territory.
This requirement also contravenes Directive 89/48/EEC, which confers the right on Community citizens who possess the diploma required for practising a profession in another Member State to gain access to this profession or to practise it in the host Member State under the same conditions as nationals of that State.

Directives 77/452/EEC and 80/154/EEC permit the competent authorities of Member States to impose certain requirements in addition to those referred to above (ie proof of good character and good repute, certificates of physical and mental health) but these vary from country to country.

On May 24, 2005, the Cabinet of Ministers adopted the Regulations on the Recognition of Professional Qualification, Based on Duration and Type of Professional Experience in Separate Fields of Economic Activity.
The new Regulations include provisions derived from a number of directives of the European Union.
These Regulations describe the duration and type of professional experience required for recognition of a professional qualification in regulated professions for citizens of the states of the European Economic Zone, based on the professional experience of the applicant in certain fields of economic activity.
