Evagoras was the king of Salamis (410 - 374 BC) in Cyprus.
Evagoras was allowed to remain nominally king of Salamis, but in reality a vassal of Persia, to which he was to pay a yearly tribute.
According to Isocrates's panegyric, Evagoras was a model ruler, whose aim was to promote the welfare of his state and of his subjects by the cultivation of Greek refinement and civilization.

EVAGORAS, son of Nicocles, king of Salamis in Cyprus 410—374 B.C. He claimed descent from Teucer, half-brother of Ajax, son of Telamon, and his family had long been rulers of Salamis until supplanted by a Phoenician exile.
According to Isocrates, whose panegyric must however be read with caution, Evagoras was a model ruler, whose aim was to promote the welfare of his state and of his subjects by the cultivation of Greek refinement and civilization, which had been almost obliterated in Salamis by a long period of barbarian rule.
The chief authority for the life of Evagoras is the panegyric of Isocrates addressed to his son Nicocles; see also Diod.

The dissensions between his two adversaries at length proved the safety of Evagoras: Tiribazus was recalled in consequence of the intrigues of Orontes, and the latter hastened to conclude a peace with the Cyprian monarch, by which he was allowed to retain uncontrolled possession of Salamis, with the title of king.

 David Nash - Jalmenus evagoras
Jalmenus evagoras is an Australian lycaenid butterfly, which like many lycaenids has an apparently mutualistic relationship with ants.
Eggs of Jalmenus evagoras are laid on various species of Acacia, and the caterpillars feed on the leaves of these bushes when they hatch.
Hence it seems that what the ants get from the caterpillars in return for their protection is food - both sugars and amino acids - so that the relationship between the ants and the butterfly is a mutualism - one in which both partners benefit.

With regard to Evagoras, however, the king had stood in terror of him for so long a time that even while he was receiving benefits from him he had undertaken to make war upon him--a wrongful act, indeed, but his purpose was not altogether unreasonable.
But when he saw that Evagoras was again putting up a bold resistance to the siege and, furthermore, that the soldiers were angered at the arrest of Tiribazus and so were insubordinate and listless in pressing the siege, Orontes became alarmed at the surprising change in the situation.

But later, when he had been falsely accused to Artaxerxes and the King was backing Pnytagoras, Evagoras, after having given up hope of his restoration and made his defence on the accusations brought against him, was accorded another and higher command in Asia.

It may have been due to Evagoras I, who was unconcerned about the economic soundness of the Phoenician money and allowed the issue of these fourees or simply that Athens had cut off the supply of silver from Anatolia and the western Mediterranean to Persia/Phoenicia and these were an emergency issue.

By contrast, the writings of Isocrates, who uniquely combined Athenocentric and Panhellenic perspectives and was forced to confront the challenges involved in reconciling them, offer a genuinely new contribution to the contemporary intellectual debate on the relationship between Greek and barbarian identity, homonoia and hegemony.
Though ostensibly a Cypriot oration, Isocrates' Evagoras echoes many of the motifs from the Panegyricus - including even its most central question about the nature of benevolent leadership - and thus Cyprus can be interpreted here as the microcosm of Greece, with Salamis as its Athens.
By demonstrating that political changes alone could culturally transform the people of Salamis, Isocrates effectively invalidated the idea of a natural boundary between "Greekness" and "barbarism." Paradoxically, it was this step which allowed him to find a compromise between hegemony and homonoia.
