Sir Evelyn Baring was at that time only a man of forty-two, who had gained a reputation for considerable financial ability, combined with an abruptness of manner and a certain autocracy of demeanour which, it was feared, would impede his success in a position which required considerable tact and diplomacy.

Cromer was always finding ways to undermine the attraction for Egyptians of what he called "nationalist demagogues and religious fanatics", as good a shorthand description for Saddam Hussein and Osama bin Laden as one is likely to get from the 1880s.
Cromer's complex and shifting relationships with the prime minister Lord Salisbury, his own commander-in-chief Herbert Kitchener and the various Liberal and Conservative governments in London are deftly handled with the considerable insight one would expect from a Professor of Middle East History at Harvard.
Cromer understood the power of the carrot even better than the stick, however, and the story of his 24-year-long pro-consulship in Egypt was one of constant striving to improve the lot of the rural Egyptian, if not necessarily also the urban factory worker.

Cromer, like many others of his class and generation, cut his teeth in India, serving under successive British viceroys in the 1870s and early 1880s.
From an initial position sympathetic to speedy British evacuation once the Khedive's rule had been re-established, Cromer moved to one considering that Britain had a special role to play in Egyptian affairs and that this should be strengthened despite the protests of the other European powers.
With his eyes firmly focused on the interests of the rural population, he could not understand the speed and intensity with which increasing agricultural prosperity, combined with the huge growth in foreign investment in Egypt during the decade 1896--1907, helped to create an expanding middle class of bankers, investors, merchants, and would-be entrepreneurs.
