WSDOT - 2004 News - Weekend Closure for Evergreen Point Floating Bridge
“The bridge is vulnerable to earthquakes, high winds and severe rainstorms,” said Maureen Sullivan, Project Director for the SR 520 bridge replacement and high occupancy vehicle project.
The Evergreen Point Bridge approach structures, while built differently than the Alaskan Way Viaduct, are at a very similar risk to earthquakes associated with the capacity of the structures.
The floating portion of the bridge is designed to withstand wind gusts of 77 miles per hour.

The Seattle Times: Wind, waves cripple 520 bridge   (Site not responding. Last check: )
The Evergreen Point Floating Bridge was damaged, and the drawspan could not be closed, after it was opened this morning to relieve pressure from high wind and waves.
Early-morning commuters on the bridge before it closed said it was a treacherous crossing, with the bridge rocking and waves sweeping over the roadway in a solid wall of water.
One of the last major disruptions on the Evergreen Point Floating Bridge was in the Jan. 20, 1993, Inauguration Day storm that tore loose several of the 58 cables that anchor the bridge to the lake floor.

 The Tacoma Narrows Bridge
Bridge officials were properly alarmed by this and with the assistance of the state police, the bridge was closed to traffic at 10AM.
Bridge officials were hopeful that once this happened, the remainder of the span would settle down.
One of the theories given for the bridge's failure was resonance; that the wind flowing through the deck of the bridge excited the structure to its natural resonance, causing the failure.

Fixing the Evergreen Point floating bridge and the Alaskan Way Viaduct are at the center of the debate over Initiative 912, which would repeal the gas-tax increase imposed by the Legislature this year to pay for those and other projects.
The bridge's floating halves are separated by a draw span for vessels that must be raised frequently to ease pressure from high winds.
Two of the state's three floating bridges have sunk over the years -- the western half of the Hood Canal Bridge during a 1979 storm, and half of the Interstate-90 bridge across Lake Washington in the 1990 Thanksgiving storm.

The 4 lane bridge was completed in 1963, and is one of the bridges connecting the City of Seattle with its suburbs across Lake Washington.
Plans to replace the bridge with a 4-to-6-lane electronically tolled facility, possibly with HOV lanes, are under development.

Seattle Channel -- News Room -- State Route 520 Floating Bridge In-depth
The bridge is just less than 2.5 miles long with nearly a mile and a-half of it floating on the water.
The damage the bridge has suffered over the years from wind, combined with age and concerns about the structure's seismic stability, is forcing state officials to consider options to rebuild the floating bridge.
Based on the proposal, the round-trip tolls of the new Evergreen Point bridge would range from $5.66 to $8.13 in today's dollars and $6.90 to $9.90 when the new bridge is expected to open in 2015.

The Evergreen Point Floating Bridge is old and getting older - as I pointed out in a recent post, it's decaying and it needs to be replaced with a new, safe structure that offers HOV lanes, a pathway for pedestrians and bikers, standard shoulders, and capacity for Link light rail.
There are large sections of the roadway on the east and west sides of the bridges that lack adequate shoulders or HOV lanes.

That's tentatively scheduled to rise to an average of $4 in 2010, $5 in 2013 and $6 from 2016 until the bridge bonds are retired in 2030.

 520 Bridge
The bridge is constructed of a series of floating concrete “pontoons” bolted together end-to-end and held in place by steel cables attached to anchors on the bottom of the lake.
The bridge runs east and west across the lake, and if there are high winds from the south waves a few feet high strike the south side of the bridge with considerable force.
There is also accumulated unrepaired damage that is not yet severe enough to make the bridge unsafe, but engineers report that the bridge is nearing the end of its designed life span and should be replaced soon.

May 2004 Focus - Teaming Up to Accelerate Lake Washington's Floating Bridge Project
One of the oldest floating bridges in the world, the Evergreen Point Bridge is reaching the end of its useful life.
The bridge's pontoons are subject to cracking and leaking and its low position in the water makes it susceptible to high, crashing waves during storms.
In addition, employing prefabricated bridge construction was recommended as a means of accelerating the project, including the use of precast substructures, deck panels, and superstructures.

The Seattle Times: Local News: Planners: What if 520 span were lost?
But with a new Evergreen Point Floating Bridge still years away, transportation officials say it's time to develop a detailed strategy for how the region would respond to the loss of one of its most vital bridges.
This time around, the department wants to incorporate the needs and ideas of the communities that rely on the bridge and map out how it might respond to dozens of scenarios — one sunken pontoon, for instance, or a snapped column, or a swamped section.
While standards now call for bridges to withstand winds stronger than 90 mph, the 42-year-old span must be closed whenever winds whipping across Lake Washington top 57 mph.

After two decades of steadily increasing traffic, however, Seattle's roads are clogged, bridges are in disrepair, and regional planners and some commuters have begun to consider tolls to be part of a solution.
