  CATHOLIC ENCYCLOPEDIA: Cathedra
Originally the bishop's cathedra stood in the center of the apse, flanked on either side, though on a lower plane, by the benches of the assisting priests.
The form and decoration of the most ancient of episcopal cathedrae were borrowed from paganism; one side of the chair of St. Hippolytus, however, is engraved with the saint's computation of the paschal cycle from the year 222 to 334.
By a definition "ex cathedra" is meant a formal infallible decision of the pope, obligatory on all the faithful.

Ex cathedra -- In Roman Catholic dogma, the Latin phrase ex cathedra, litera...
In Roman Catholic dogma, the Latin phrase ex cathedra, literally meaning "from the throne [of St Peter]" is applied in Catholic theology to statements made by the pope in his capacity as infallible guide and teacher of the faithful.
In this case, ex cathedra indicates the highest of authorities ascribed to the pope, defined by virtue of his supreme apostolic authority and his office as shepherd and teacher of all Christians in Pastor Aeternus of First Vatican Council.

 Ex cathedra
The Latin phrase Ex Cathedra, literally meaning "from the throne (of St Peter)" is applied in Catholic theology to statements made by the pope in his capacity as infallible guide and teacher of the faithful.
A papal statement made ex cathedra is said to be protected by the Holy Ghost from all error.
However, difficulties often arise when Catholic theologians disagree about whether or not certain statements have been made ex cathedra and when Catholic theologians accept that a statement has been made ex cathedra, but nevertheless disagree about precisely what this infallibly true statement means.

 Ex Cathedra teaching
He teaches ex cathedra 'when serving in the capacity of pastor and Doctor (shepherd and teacher) of all the faithful, in virtue of his supreme Apostolic authority, he defines a doctrine with regard to faith and morals that must be held by the whole Church.' Four conditions are required:
All acts ex Cathedra are binding in conscience and call for our firm interior assent, both of the intellect and the will, even though they do not express an anathema on those who disagree.
The definition, then, does not limit the infallibility of the Pontiff to his supreme acts ex cathedra in faith and morals, but extends his infallibility to all acts in the fullest exercise of his supreme magisterium or doctrinal authority.

 CATHOLIC ENCYCLOPEDIA: Ex Cathedra
Literally "from the chair", a theological term which signifies authoritative teaching and is more particularly applied to the definitions given by the Roman pontiff.
Originally the name of the seat occupied by a professor or a bishop, cathedra was used later on to denote the magisterium, or teaching authority.
The phrase ex cathedra occurs in the writings of the medieval theologians, and more frequently in the discussions which arose after the Reformation in regard to the papal prerogatives.

Catholic Culture : Document Library : Ordinatio Sacerdotalis: a definition ex cathedra
PA: "The Roman Pontiff, when he speaks ex cathedra, that is, when, in the discharge of the office of pastor and teacher of all Christians, by virtue of his supreme Apostolic authority, he defines a doctrine regarding faith and morals to be held by the universal Church.
It is this kind of ecclesial situation which is an appropriate context for a definition ex cathedra according to the Report of the Deputation of Faith concerning PA and according to Pope Pius XI.
It would therefore be false to say that a definition ex cathedra must always involve a liturgical ceremony (the Immaculate Conception and the Assumption for example) or employ certain juridic formulae.

The dogma of 1870 then adds that in an "ex cathedra" pronouncement, this doctrine must be proposed as "ab universa Ecclesia tenendam," literally, "requiring to be held by the universal Church." This obligation of all Catholics to accept the doctrinal decisions is repeatedly expressed in the encyclical.
As we have shown in section II, "ex cathedra" definitions are envisaged by Vatican I as including doctrines which are to be held with theological certainty, and this is a case in point.
The final condition for an "ex cathedra" pronouncement is that the Roman Pontiff "define" ("definit" in Latin) the doctrine he is proposing for acceptance by the whole Church.

Ordinatio Sacerdotalis: Infallible Teaching? @ ELCore.Net
The pontiff must teach in his public and official capacity as pastor and doctor [that is, teacher] of all Christians, not merely in his private capacity as a theologian, preacher or allocutionist, nor in his capacity as a temporal prince or as a mere ordinary [that is, bishop] of the Diocese of Rome.
Finally for an ex cathedra decision it must be clear that the pope intends to bind the whole Church.
Without this intention, which must be made clear in the formulation, or by the circumstances, a decision ex cathedra is not complete.

The Pope is infallible, not only in the whole matter of revealed truths; he is also indirectly infallible in all truths which, though not revealed, are so intimately connected with revealed truths, that the deposit of faith and morals cannot be guarded, explained, and defended without an infallible discernment of such not revealed truths.
The definition, then, does not limit the infallibility of the Pontiff to his supreme acts ex cathedra in faith and morals, but extends his infallibility to all acts in the fullest exercise of his supreme magisterium or doctrinal authority.'
